This is a full-time, non-union position scheduled to work 35 hours per week, Monday to Friday 9 am to 5 pm. (Hybrid)

Duties:

Overview:

The Manager of Program Analytics and Evaluation will play a key role in utilizing data to drive program improvements leading the design and analytics and implementation of COSTI’s KPI Framework across the organization and projects. This will include integrating performance measurement, management and reporting through key performance indicators to ensure that programs and projects are running effectively and provide a qualitative, quantitative and methodological evaluation of programs informed by an evidence-based approach that measures community impact. In this role, the incumbent will collaborate with internal stakeholders (collaborate with cross-functional teams). This includes conducting data analyses, identifying trends and developing and updating dashboards to help program managers track KPIs and monitor progress towards targets. The Manager will also identify opportunities for continuous improvement in data collection and analysis on the program-level to ensure the achievement of outcomes. The Manager Program Evaluation and Reporting will act as a resource and lead the design, process, collection methods and implementation of evaluation program.

This position will provide recommendations regarding all programs and ensure that the program standards are in compliance with grant reporting requirements. The Manager will also act as a resource and lead data collection and data analytics to provide actionable insights for program growth.

This position provides support to the General Manager of Research and Quality Assurance, conducting statistical analysis to drive data-informed decision-making, optimize operational efficiency and support quality assurance and research activities.

DUTIES

Data Analytics

  • Supports the design and execution of data analysis frameworks for assigned projects, including determining required data, selecting appropriate data collection methods and utilizing data analysis tools.
  • Collects, cleans, compiles and manages raw data to build analyzable data sets.
  • Conducts statistical analysis to extract actionable insights and drive program growth and improvement, utilizing tools such as Excel and Power BI.
  • Applies statistical techniques and predictive modeling to identify trends, patterns, and opportunities for service optimization.
  • Compiles and disseminates findings in various formats, including dashboards, reports, briefs and tables tailored to different audiences.
  • Works closely with divisional teams to obtain information on organization-wide and program specific quality policies, service-delivery processes and procedures.
  • Collaboratively engages with divisional teams, to understand their analytical needs. Identify and proactively prevent issues and promote data-driven insights, solutions and process improvements (recommend and implement necessary corrective and preventive actions) related to measurement and evaluation).
  • Manages the integration of disparate data sources to create a unified and consistent data repository for programs.
  • Identifies and implements best practices for data quality assurance and validation, addressing any discrepancies that arise.
  • Provides data and analytics expertise on program-related data issues to inform collaborations with funders and stakeholders.
  • Through efficient tracking and data collection tools, ensures timely and complete reporting from funding partners in accordance with reporting formats and timelines.

Quality Assurance

  • Conducts environmental scans, collects data on sector-specific quality assurance policies, services, processes and procedures, conducts gap analysis and benchmarks for success.
  • Monitors and evaluates progress towards meeting quarterly and annual program objectives and expected outputs/outcomes including selecting key progress indicators (pre, during and post funding award).
  • Supports the General Manager of Research and Quality Assurance in ensuring compliance by developing and maintaining a tracker for funders’ quality requirements and data queries. Develops and maintains a Quality Assurance Deliverables tracker, providing updates on progress.
  • Works closely with divisional teams to obtain information on organization-wide and program specific quality policies, service-delivery processes and procedures.

Monitoring and Evaluation

  • Collaborates with divisional teams to conduct program evaluations, follows-up and reports on findings.
  • Collaborates with divisional teams to obtain information on key performance indicators, outputs and outcomes.
  • Sets up and maintains a KPIs dashboard, assisting the General Manager of Research and Quality Assurance with KPIs’ analysis as needed.
  • Works with divisional teams to obtain information on baseline data, monitoring, evaluation and data collection activities.
  • Supports the General Manager of Research and Quality Assurance in establishing monitoring schedules and completing monitoring and research activities.
  • Follows up on programs’ Quality Assurance compliance, working with managers to implement corrective action plans, ensure timely reporting on quality commitments and targets, and maintain accurate records.

  • Establishes a collaborative network across programs to facilitate regular monitoring and data collection activities.
  • Supports the General Manager of Research and Quality Assurance in developing and implementing activities that raise awareness of quality assurance across programs and promote quality improvement initiatives as needed.

Qualifications:

  • Bachelor’s degree in social sciences and social research methods, or business analytics, statistics. Preference will be given to candidates with a demonstrated educational background in data analysis.
  • Proven experience in data analytics and program monitoring and evaluation. Experience in the not-for-profit sector with multiple funding channels is an asset.
  • Proficiency in Excel and Power BI with a track record of success in using these applications to translate data into actionable insights.
  • Demonstrated experience in using evaluation methodologies, developing program logic models, developing and monitoring KPIs, analyzing data and preparing evidence-based reports that connect evaluation findings to program improvement. .
  • Demonstrated critical thinking, problem solving skills.
  • Excellent understanding of quality tools, process analysis and continuous improvement framework.
  • Proven ability to contribute to multiple large-scale projects simultaneously, prioritizing tasks while maintaining flexibility for changing priorities, ensuring a high level of accuracy in data collection.
  • Excellent communication, conflict mediation and interpersonal skills.
  • Proven ability to present technical information effectively and concisely to non-specialized audiences, both in graphic and written forms.
  • Proficiency in using the Internet, e-mail, Teams, MS Office, and other Windows-based applications.
  • Ability to travel between sites as required.
