COSTI's Hostel Services program offers temporary accommodations, initial settlement services, and support during the refugee claimant process for individuals in Toronto. Referrals to COSTI originate from the City of Toronto's Shelter, Support, and Housing Administration.

- Referral to Ontario Works and Legal Aid Ontario.
- Assistance with housing search.
- Referral to community settlement services
